Luis Ugarte heads the law firm U&R Abogados, where he has developed his professional career after working in the international tax department of KPMG Abogados.
He specialises in tax law, particularly in the real estate, distribution, technology and property sectors. In recent years he has been involved in corporate restructuring processes (M&A), regularisation of individuals and pioneering operations with Collective Investment Institutions (SILs, hedge funds, etc.) and, in particular, with SOCIMIs.
He has led numerous tax inspections and the defence of taxpayers’ interests in administrative and contentious proceedings, including defence in cassation and in proceedings brought before the European Commission and the Court of Justice of the EU.
In the academic field, he has been Honorary Professor at the Complutense University of Madrid since 2015. He has been a speaker at various forums, including the seminar «Cross Border Wealth Management» given by the Swiss Association of Financial Analysts (AZEK) in 2013 and 2014 in Geneva.

State Finance Inspector and auditor of accounts. He worked as an actuary and Chief Inspector and was responsible for implementing VAT in Spain as Deputy Director General for VAT implementation.
He was Inspector General of the Instituto de Crédito Oficial (ICO) and as managing director of the securities and stock exchange company Icopostal Valores. He has been a lecturer in Monetary Policy at ICADE, Professor of Tax Law at the School of Public Finance and Professor of Tax Law at the Complutense University of Madrid.
Founder of U&R Abogados since 1992 together with Carmen Rebollo, he specialises in corporate restructuring operations, litigation and taxation of non-residents. Vice-president of the Pryconsa Foundation.
Carmen worked as a State Finance Inspector from 1978 to 1991 and held various positions in the Spanish Tax Agency.
Carmen has extensive experience in tax law, especially in the taxation of commercial entities and foundations, as well as in tax litigation.
Her professional practice is not limited to the tax field, as part of her activity is focused on auditing accounts. She is currently working as a lawyer specialising in tax matters, coordinating the different areas of the firm.
After working at PWC in the PBCFT department, he joined U&R Abogados at the beginning of 2016. Since joining the firm, Javier has participated in corporate restructuring processes, tax regularisation of individuals, assistance to taxpayers in tax inspections, tax planning and all kinds of tax proceedings and disputes.
He also leads a project for the management of personnel posted abroad, carrying out initial planning of the expatriation and compliance with the tax obligations derived from it.
